Pre- and Post-Entry Customs and Drug-Crime Prevention Training Planned for E-9 Foreign Workers

Relevant agencies will create joint educational materials so that foreign workers coming to Korea under the Employment Permit System can receive customs-procedure and drug-crime prevention training in their sending countries and at Incheon Airport.

On August 11, HRD Korea and the Incheon Airport Main Customs Office of the Korea Customs Service signed an "MOU on Entry Support for Foreign Workers" at Terminal 2 of Incheon International Airport.

Linking 17 Sending Countries With Training Immediately After Entry

The two institutions will pursue a plan to include drug-crime prevention and customs declaration and clearance information in guidance received in 17 sending countries before foreign workers come to Korea and in training provided immediately after entry.

Areas of cooperation include drug-crime prevention education and public outreach; training and seminars for staff; joint development of educational content on customs declarations and clearance; and establishment of a system to address customs issues during the entry process.

Since 2004, HRD Korea has operated an Incheon Airport Service Center and supported the entry of Employment Permit System foreign workers (E-9). The core of this agreement is to connect the Incheon Airport Customs Office's customs expertise to the existing entry-support process.

The training start date, detailed materials, and whether the training is mandatory were not included in this announcement. Customs declaration procedures for E-9 entrants have not changed at this time, and the actual training schedule and content must be confirmed through follow-up notices from the two institutions.
