Living Costs for International Students in Korea: Housing Drives the Seoul–Regional Gap

The first number most students need when planning a move to Korea is their monthly living budget. The Korean government’s Study in Korea portal lists KRW 750,000–1,000,000 a month. Within that budget, housing is the item most likely to separate Seoul from a regional city.

Official consumer-price data cannot tell us whether meals or transport cost more in one city than another. It does show that price growth in Seoul and outside the capital region was in a similar range in June 2026. The general rental market looked very different: Seoul’s average monthly rent was about twice the regional figure. That is why housing deserves the first look.

The official monthly range: KRW 750,000–1 million

This is a national range, not a city-by-city survey. The page does not state the year in which the figures were calculated, so this article treats them as the amounts displayed on the official portal when checked on July 18, 2026.

The housing line is the one to watch. KRW 500,000–700,000 is well below the general-housing average rent in Seoul shown below. A student renting a conventional home alone in Seoul could exceed the range on housing alone. The result changes sharply depending on whether the student lives in a dormitory, shares a home or rents alone.

General-market rent in Seoul was about twice the regional figure

The Korea Real Estate Board’s R-ONE data for June 2026 puts average monthly rent for general housing at about KRW 1,278,883 in Seoul and KRW 618,663 in the regional area. The gap is about KRW 660,220, or 2.07 times.

These are averages for the wider residential rental market. They are not dormitory charges or a survey of homes rented by international students near a campus. They do, however, show why losing a dormitory place is likely to have a much larger budget effect in Seoul.

Consumer prices were rising at similar rates

Korea’s consumer prices rose 0.1% from the previous month and 3.2% from a year earlier in June 2026. Seoul recorded 0.1% and 2.8%, respectively. Outside the capital region, annual increases ranged from 2.8% in Daegu to 3.7% in North Gyeongsang Province.

The regional indices do not provide a direct comparison of absolute price levels because each index starts from prices in its own base period. They are useful here for comparing the pace of change, not for calculating how much more a meal costs in Seoul. Food and transport should therefore be checked against each university’s meal plan and the student’s actual commute, separately from housing.

What fall 2026 dormitory notices actually charge

Official residence-hall notices for the second semester of 2026 make the missing detail visible. Even for a two-person room, the amount due varies by university, building and meal plan.

The two Seoul notices present dormitory charges as a single figure. At Yonsei, two-person undergraduate rooms run from KRW 983,000 to KRW 1,732,000 depending on the building. Korea University’s international two-person room is KRW 1,844,500. Neither notice lists a meal charge in that amount.

Pusan National University uses a different structure. The housing-management charge for a two-person room is KRW 664,620–919,980, but residents must select a meal plan. The lowest listed combination is a two-person room in Jilli Hall with one meal a day, at KRW 1,225,620. The highest is a two-person room in Jayu Hall with three meals a day, at KRW 2,147,580. At Jeonbuk National University, meal and utility rules vary by hall, leaving the listed two-person totals between KRW 727,320 and KRW 1,796,080.

This is why location alone cannot produce a useful ranking. A regional university may have a lower room charge but collect meals with the term payment. A Seoul dormitory may look more expensive, but if meals are charged separately, that figure is not the full semester’s living cost. The practical comparison is the same semester, the same room capacity, with housing and meals shown separately.

The arrival bill is different from the monthly budget

All four universities publish residence costs by semester. A student may therefore need more than the monthly KRW 750,000–1 million guideline at the point of move-in. The term’s housing charge—and, at some universities, the meal charge—is due before the student begins paying for transport, phone service and personal expenses month by month.

Off-campus housing follows another payment pattern. A rental contract can require a deposit at move-in, followed by rent, management fees and electricity, gas and water bills every month. When comparing a private room with a dormitory, those costs need to be separated into the upfront deposit, recurring housing bills and commuting costs. A rent figure on its own does not show the cash a student needs to arrive and settle in.

The budget gap ultimately comes down to the housing choice

The official KRW 750,000–1 million range is a starting point for student living costs nationwide. Consumer prices were rising at broadly similar rates in Seoul and outside the capital region, while the general rental market showed a much wider gap. University notices add the missing detail: even within dormitories, building and meal rules can nearly double the amount due for a semester.

For a Seoul university, the first questions are whether a dormitory place is realistically available and how meals will be paid. At a regional university, a low management charge should be read together with mandatory meals and any utility charge. If no dormitory place is available, the deposit and rent for homes near the actual campus become the decisive numbers. The budget begins with a choice among a dormitory, a shared home and a private rental—not simply with the name of the city.
