Foreign residents can receive a discount on International Express Mail Service (EMS) rates based on the region where they send the shipment and their immigration status. According to information released by the Seoul Foreign Residents’ Center on October 6, the discount rate is up to 13%. The discount offered by the Korea Post’s “Smart Registration for Multicultural Families” program and Incheon City’s eligibility-based discount consists of a base 10% discount plus an additional 3% for Smart Registration, which differs from the 5% discount available for general EMS advance registration. To actually reduce postage costs, you must prepare the required discount documents and select the appropriate registration method, and also verify the volumetric weight based on the package size.
Eligibility for discounts varies by region
The Seoul Foreign Residents’ Center’s official guidance includes a Korean-language table of discount eligibility by region that lists qualifying immigration statuses for multicultural families and others, foreign workers, and international students by regional postal administration.
| Region | Multicultural Families, etc. | Foreign Workers | International Students and Job Seekers |
|---|---|---|---|
| Seoul | F-1, F-2, F-3, F-5, F-6; Naturalized Citizens and Those Who Have Acquired Citizenship | E-9 | D-2, D-4, D-10 |
| Gyeonggi·Incheon | F-1, F-2, F-3, F-5, F-6; naturalized citizens and those who have acquired citizenship | E-9, E-8 | D-2, D-4, D-10 |
| Busan·South Gyeongsang | F-6, Naturalized Citizens and Acquirers of Nationality | E-9 | D-2·D-4·D-10 |
| Daejeon·North Chungcheong·South Chungcheong·Gangwon·Jeju | F-6, Naturalized Citizens and Acquirers of Nationality | E-9 | Not listed separately in the table |
| Daegu·North Gyeongsang | F-6, naturalized citizens and those who have acquired citizenship | E-9·E-8·E-10 | D-2·D-4·D-10 |
| Gwangju·South Jeolla | F-6, naturalized citizens and those who have acquired citizenship | E-9·E-8·E-10 | D-2·D-4 |
| Jeonbuk | F-6, Naturalized Citizens and Those Who Have Acquired Citizenship | E-9·E-8 | Not listed separately in the table |
The same table treats compatriots residing in Korea as a separate category and lists F-1·F-3 visa holders among their accompanying family members. For example, D-10 job seekers are included in the “International Students and Job Seekers” column for Seoul, Gyeonggi, Incheon, Busan, South Gyeongsang, Daegu, and North Gyeongsang, but the corresponding columns for Gwangju and South Jeolla list only D-2 and D-4. This is why you must cross-reference your residence status code with the applicable region.
Required Documents and Scope of Proxy Applications for the Seoul Guide
According to the Document Guide from the Seoul Foreign Residents’ Center, members of multicultural families, foreign workers, and international students must visit a post office in person to receive the discount. The identification documents required for in-person visits are as follows:
- International students, foreign workers, and foreign nationals in multicultural families: Alien Registration Card
- Foreign nationals of Korean descent: Certificate of Domestic Residence Registration
- Naturalized citizens and those who have acquired Korean citizenship: Certificate of Acquisition of Citizenship
- Foreign family members accompanying a compatriot of Korean descent: The accompanying family member’s Alien Registration Card and that compatriot’s Certificate of Domestic Residence Registration or Certificate of Alien Registration
The Seoul guidelines state that for visits by a representative on behalf of an overseas compatriot, the representative’s ID must be presented in addition to the identification documents for the compatriot and accompanying family members. For inquiries regarding documents, please call 02-761-5669 (Korean, English, Chinese) or 02-785-0008 (Japanese).
Incheon Has Separate Usage Guidelines… Acceptance at Local Post Offices Without a Contract
According to the Incheon Metropolitan City Guide to EMS Services for Foreigners, foreigners residing in Incheon can use the discounted service at all post offices and postal service centers within Incheon without a separate contract. The residence statuses specifically listed by Incheon Metropolitan City are D-2 and D-4 for international students, E-9, H-2, and E-8 for workers, and F-4, F-1, F-2, F-3, F-5, and D-10 for foreign nationals of Korean descent and other foreigners.
According to Incheon City’s guidelines, the required document for in-person submission is the Alien Registration Card; for foreign nationals of Korean descent, it is the Domestic Residence Registration Certificate. For submission by proxy, a copy of the sender’s Alien Registration Card and the proxy’s ID must be submitted. A copy of the Alien Registration Card is accepted only if the sender of the EMS shipment and the holder of the Alien Registration Card are the same person.
General 5% vs. Up to 13% for Eligible Senders: The Difference Lies in Smart Registration
The Korea Post International Mail Smart Registration Guide provides information on a 5% discount for general EMS pre-registration. However, this 5% discount does not apply when postage is paid with stamps.
On the other hand, EMS Smart Registration for Multicultural Families is advertised as offering a total of 13%—combining a base 10% discount with a 3% Smart Registration discount. Incheon City also offers a base 10% discount + 3% for e-shipping registration = up to 13% to eligible residents in the area. The Post Office explicitly states that the multicultural family discount does not apply if you request pickup service.
Smart Registration is a process where you first enter the sender and recipient information and the contents of the package on the Internet Post Office registration screen, then bring the mail to the counter. Enter the address and name in English, and ensure the contents and total value are entered accurately. When visiting the post office, write the EMS tracking number on the outside of the package and submit it; the counter staff will then print the shipping label. Those eligible for the discount should also bring the regional identification documents confirmed earlier.
Even a 2 kg item may be charged at the 6 kg rate depending on the box
EMS rates are based on the greater of the actual weight measured on a scale and the volumetric weight calculated from the box dimensions. The post office’s calculation formula is as follows:
Volumetric Weight (kg) = Length (cm) × Width (cm) × Height (cm) ÷ 6,000
Let’s assume you’re sending an item with an actual weight of 2 kg. If you pack it in a 40 × 30 × 30 cm box, the volumetric weight is 6 kg, so the applicable weight for the fee is 6 kg. If you use a 30 × 20 × 20 cm box, the volumetric weight is 2 kg, and the applicable weight is also 2 kg.
Before shipping, you can check the estimated postage based on the destination country, contents, and weight at Korea Post International Mail Rate Lookup. The search results break down the costs into postage, additional shipping fees, and surcharges. You can check for any applicable discounts and compare how the applicable weight changes when you reduce the packaging.
